The L.A. City Council is considering a "Bicyclists Bill Of Rights." Basically it says everyone should be nice to cyclists. I agree that everyone should be nice to cyclist and that cyclists shouldn't act like jerks either, but I can't see it actually doing any good.

Unfortunately many people will continue to be jerks to one another. It's nice to think that legislation will correct that but, ultimately, it won't.
This is in response to the incident of the previous post. So often politicians feel they "have to do something" even if it is ineffective and a waste of time.
